OPSC APP Vacancy 2026 Educational Qualification & Experience

  • Law Degree: Candidates must possess a Bachelor’s Degree in Law (LL.B.) from a recognized university or institution.
  • Professional Experience: Candidates must possess at least 2 years of active practice experience as an Advocate.
    • Applicants must submit an experience certificate issued by the concerned District & Sessions Judge in the prescribed format along with their Bar Council Enrolment Certificate.
  • Odia Language Requirement: Candidates must be able to speak, read, and write Odia fluently and must have passed the Middle School standard test in Odia or Matriculation (Class 10) with Odia as a subject.

Salary & Pay Scale

  • Pay Matrix: Level 10 under the Odisha Revised Scales of Pay (ORSP) Rules, 2017.
  • Starting Basic Pay: ₹44,900/- per month.
  • Allowances: Entitled to standard Dearness Allowance (DA), House Rent Allowance (HRA), and other admissible benefits sanctioned by the Government of Odisha.
  • Pension Scheme: Covered under the Defined Contributory Pension Scheme (NPS).

Age Limit (As on 01.01.2026)

  • Prescribed Age Range: 21 to 42 years (Candidates must be born between January 2, 1984, and January 1, 2005).
  • Upper Age Relaxations:
    • SEBC / SC / ST / Women Candidates: Relaxed by 5 years (up to 47 years).
    • Ex-Servicemen: Relaxed by 5 years.
    • PwD Candidates (Permanent Disability ≥ 40%): Relaxed by 10 years.

Selection Process & Exam Pattern

The competitive selection process is structured into three consecutive stages:
Preliminary Exam (100 Marks) ➔ Main Written Exam (600 Marks) ➔ Personality Test (50 Marks)

1. Preliminary Examination (Screening Test)

  • Pattern: Objective Multiple Choice Questions (OMR/CBT).
  • Duration: 2 Hours (100 Questions for 100 Marks).
  • Marking: 1 mark for each correct answer; 0.25 mark (25%) deduction for every wrong answer.
  • Syllabus: CrPC / BNSS 2023, IPC / BNS 2023, and Indian Evidence Act / BSA 2023.
  • Shortlisting: Up to 10 times the number of vacancies will qualify for the Main Examination.

2. Main Written Examination (Descriptive – 600 Marks)

Consists of four subjective and descriptive papers (3 hours each, except Paper I which is 2.5 hours):
  • Paper I: General English (150 Marks) – Translation (English to Odia & Odia to English), Essay, Precis, and Comprehension.
  • Paper II: Criminal Major Laws (150 Marks) – CrPC/BNSS 2023, Evidence Act/BSA 2023, IPC/BNS 2023.
  • Paper III: Criminal Minor Laws (150 Marks) – Arms Act, Dowry Prohibition Act, NDPS/Excise, JJ Act, Motor Vehicles Act, Forest/Wildlife Acts, etc.
  • Paper IV: Miscellaneous Laws (150 Marks) – Drafting pleadings/petitions, Law of Torts, Indian Contract Act, Transfer of Property Act, Limitation Act, and Interpretation of Statutes.

3. Personality Test / Interview (50 Marks)

  • Candidates qualifying the Main Written Exam will be called for an interview in a 1:2 ratio.
  • The final merit list is prepared out of 650 aggregate marks (Main Written + Interview).

  • General / SEBC Candidates: ₹700/- (Payable online).
  • SC, ST, and PwD Candidates of Odisha: Nil / Exempted.
  • 100% Fee Refund Policy: As per the Odisha Recruitment Examination Fees and Refund Rules 2025, the fee of ₹700/- will be refunded to candidates who actually appear in the Preliminary Examination.

  • SEBC Certificate: Socially & Educationally Backward Classes certificate (Non-Creamy Layer) issued by a competent authority on or after 29.08.2023 (valid for 3 years).
  • SC / ST Certificate: Caste certificate by birth issued by the competent authority.

    • Note for Women: SC/ST/SEBC certificates must mention “daughter of…” (certificates by virtue of marriage showing “wife of…” are not acceptable).
  • PwD Certificate: Permanent Disability Certificate (indicating 40% or more permanent disability) issued by the Medical Board.
  • Ex-Servicemen: Release Certificate / Discharge Book along with an affidavit confirming no previous absorption into civil posts under the State Government.
  • Sports Quota: Sports Identity Card/Certificate issued directly by the Director of Sports, Odisha.
