AP Govt Women Free Bus Scheme: STREE SHAKTI SCHEME Guidelines

ORDER:

1. In the circumstances reported by the Commissioner, PTD & E.O. MD, APSRTC, A.P., Vijayawada in the letter 6th read above and based on the recommendations of Group of Ministers (GOM) constituted in the G.O. 2nd read above, in the meeting held on 04.08.2025 in the 7th read above, Government hereby decided for implementation of “Free Bus Travel for Women Scheme i.e. STREE SHAKTI SCHEME” in five (5) categories of buses of Andhra Pradesh State Road Transport Corporation (APSRTC)/AP Public Transport Department (APPTD) across the State of Andhra Pradesh. 

The following guidelines are prescribed for the implementation of “STREE SHAKTI SCHEME” by the Andhra Pradesh State Road Transport Corporation (APSRTC)/AP Public Transport Department(APPTD):

a. “Free Bus Travel for Women Scheme i.e. Stree Shakti Scheme” will be implemented across the State of Andhra Pradesh.

b. The Scheme would be launched on 15th August 2025.

c. The scheme is to be christened as STREE SHAKTI.

d. All the girls, women and transgender individuals with domicile status Andhra Pradesh, subject to the production of valid identity proof, be the beneficiaries of the Scheme.

e. To start the scheme with the existing fleet only and depending on the requirement and response, new additional buses shall be procured and introduced.

f. The Scheme can be implemented only in certain types of services i.e. Pallevelugu, Ultra Pallevelugu, City Ordinary, Metro Express and Express services.

g. The Scheme is not applicable for all Non-stop Services, Interstate services of any category and Contract Carriage Services, Chartered services and Package Tours.

h. Implementation of the Scheme is also not applicable for Saptagiri Express, Ultra Deluxe, Super Luxury, Star Liner and all AC products.

i. The eligible women are permitted to travel in the enclave route services for free.

j. Security of the women passengers shall be the top priority, and the supply of body-worn cameras to all women conductors and installation of CC cameras in all buses may be contemplated.

k. Public amenities like provision of Fans, Chairs, drinking water and Toilet facilities to be improved in all Bus stations.

1. The procurement of Electric buses and extension of the Scheme with respect to electric buses should be thought over, subject to the Cabinet’s approval.

m. To issue zero-fare tickets to all eligible women travellers.

n. Government shall reimburse the expenditure to APSRTC based on the claim of zero-fare tickets

2. The Commissioner, Public Transport Department and E.O. MD, APSRTC, Vijayawada shall take immediate further action for effective implementation of the “STREE SHAKTI SCHEME”, accordingly.

3. This order is issued with the concurrence of the Finance(FMU-TR&B) Department vide their U.O.No:FIN01-FMU0MISC(null)/98/2025-FMU-TR B. Computer No.2795277, dated 23.07.2025.
