The attention of all the Regional Joint Directors of School Education, District Educational Officers and Additional Project Coordinators, Samagra Shiksha in the State is invited to the references cited above. The Government of Andhra Pradesh has been celebrating Teacher’s Day (GURUPUJOTSAVAM) every year on 5th September, the Birth Anniversary of Dr. Sarvepalli Radhakrishnan, former President of India, to honour the Best Teachers/Meritorious Teachers with State Awards. Further, the guidelines, timeline, and procedure for the selection of teachers for the State Awards–2026 are provided below for information and necessary action.

This scheme is applicable to regular teachers working in government schools across all managements, such as Government, Zilla Parishad, Mandal Parishad, Municipal, Aided Schools, APMS, APSWREIS, APTWREIS, ITDA, APREIS, KGBV, and DIETs under the Department of School Education.

The District Educational Officers in the State are informed that, in order to ensure a transparent, merit-based and evidence-driven selection process, applications shall be considered in Offline (District level) and online (Through LEAP App at the State level). The selection will be based on objective data and digital portfolios, thereby eliminating subjectivity and ensuring that all teachers, irrespective of their geographical location, have equitable access to recognition.

Further, they are requested to scrutinise the proposals by the District Selection Committee, duly following the procedural guidelines, timelines, and submit the same with specific recommendations to the Director of School Education, Andhra Pradesh, Amaravati.

Eligibility criteria of Teachers for considering the State Awards:

Main Considerations for Selection of Teachers / Head Masters / Teacher Educators:

  1. Special Work done for raising the Standard of Education.
  2. Inculcating Interest in extracurricular activities among the students.
  3. Educational innovative writings and development of learning materials useful to the students.
  • Teachers / Head Masters / Teacher Educators who have completed 10 years of minimum Service.
  • Normally, retired teachers are not eligible for the awards, but those who have served for part of the academic year may be considered if they otherwise fulfil the conditions.
  • Teachers / Head Masters / Teacher Educators who have been selected for State Awards earlier are not eligible.
  • Teachers / Head Masters / Teacher Educators who have charges/disciplinary proceedings/criminal cases are not eligible.
  • The District Selection Committee should form the verification teams to verify the facts/information provided by the applicant.
  • In addition to the above categories, the Government have decided to felicitate certain outstandingly performing teachers.
  • Criteria based on performance: Under this, teachers will be awarded marks on criteria based on performance e.g. initiatives to improve learning outcomes, innovative experiments undertaken, organization of extra and co-curricular activities, use of Teaching

The Nominations for the selection of teachers to the State Awards-2026 have been invited for the following criteria.

  1. Self-Nomination.
  2. Recommended by five fellow Teachers.
  3. Performance-based selection of teachers through the LEAP App at the State
  • Self-Nomination: The applications are invited from all teacher categories working in Government, Zilla Parishad, Mandal Parishad, Municipal, Aided Schools, APMS, APSWREIS, APTWREIS, ITDA, APREIS, KGBV, and DIETs (Lecturers/Senior Lecturers) under the Department of School Education
  • Recommended by Five Fellow Teachers: Any teacher who is eligible for the State award but has not applied himself/herself, in that case, five Fellow teachers can nominate that teacher (he/she) for the State Award. Keeping in view of his / her performance, achievements, and the evaluation parameters shown for state awards in the proforma (Annexure-III).
  • Performance-based selection of Teachers through LEAP APP at the state level: Shortlisting the best-performing teachers based on Attendance, results, and Enrollment through LEAP App. The list will be communicated to the Districts for the District Selection Committee to select the shortlisted teachers.

Note: The District Selection Committee should recommend the teacher in any one of the above said three award criteria only.

Selection process for State Awards: The following committees have been constituted for scrutinising/ shortlisting the applications in both Offline (District level) and Online (through LEAP app at State level) received from the teachers for selecting the best teachers to the State Awards – 2026.

  • The State Level Committee selects the teachers for “State Awards” from the Selection lists submitted by the District Selection Committee, duly limiting the No. of awards category wise.

Celebration of District Level Best Teacher Awards:

The District Level Best Teacher Awards, the selection committee shall recommend not more than 30 teachers in the category of SGT, 20 teachers in the category of SA and 10 teachers in the category of Headmaster for each district as per the above categories.

Further, all the Regional Joint Directors, District Educational Officers, and Additional Project Coordinators of Samagra Shiksha in the state are requested to organise the District level TEACHER’S DAY celebrations at their jurisdictions in a befitting manner as per the existing practice without giving any scope for adverse remarks in the selection of awardees, duly following the local protocol and strict adherence to rules in force.

All the Regional Joint Directors and District Educational Officers in the State are requested to give wide publicity about the programme through newspapers and other local mass media.

Therefore, all the District Educational Officers in the State are hereby instructed to adhere to the above instructions scrupulously and ensure strict compliance with the prescribed guidelines and timelines. They shall process and furnish the applications/proposals to this office within the stipulated time schedule without fail. Any deviation or delay in submission will be viewed seriously.

The Government of Andhra Pradesh will celebrate Teachers’ Day (Gurupujotsavam) on 5th September, 2025, 04.00 PM at A-Convention Center, Labbipet, Vijayawada, honoring meritorious Teachers for State Best Teacher Awards – 2025 on the birth anniversary of Dr. Sarvepalli Radhakrishnan.

In this connection, after scrutinizing the nominations submitted by all the DEOs in the State, the State selection Committee have been selected and finalised total 78 teachers from the School Education Department to honor the teachers for the State Teacher Awards-2025. (list attached in annexure)

In this context, the Accommodation with meals arrangements has provided for the State Best Teacher Awardees for 1 (One) day i.e., 04.09.2025 at YES-J Centre, for Excellence, besides ALIET, ITI College Road, ALC Campus, Vijayawada. Therefore, all the District Educational Officers in the state are hereby instructed to relieve the teachers on 04.09.2025 listed in the annexure, allowing each of them to be accompanied by one family member (1+1) only. They are directed to report to the accommodation center at 6 AM on 04.09.2025, before the following concerned officer (zone wise) to participate in the celebration of Dr. Sarvepalli Radha krishnan’s birth anniversary and to honor with the Sate Best Teacher Award-2025 on 05.09.2025 at A- Convention Center, Labbipet, Vijayawada.

The School Education Department has finalized a list of 78 teachers for the State Best Teacher Awards after conducting interviews with teachers shortlisted from district-level recommendations. The proposals have been sent to the government for approval.

Each district committee recommended six names, from which 78 teachers were selected for the awards. The selection process was divided into three categories:

  1. Teachers applying directly for the awards.
  2. Teachers being recommended by other educators.
  3. Selection based on performance through the LEAP app.

Additionally, 15 teachers from polytechnic institutions have been selected for the State Best Teacher Awards. The awards will be presented to the selected teachers on September 5th during a ceremony in Vijayawada.

Further, all the District Educational Officers in the State are requested to scrutinize the proposals by the District Selection Committee duly following the procedural guidelines, Timelines and submit the same with specific recommendations to the Director of School Education, Andhra Pradesh, Amaravati.

And the selection will be conducted purely on applications invited at District level (physical) and online at the state level, using objective data and digital portfolios and the eliminations are subjectivity and ensures all teachers, regardless of geography, have equitable access to Recognition.

Further, they are requested to scrutinize the proposals by the District Selection Committee duly following the procedural guidelines, Timelines and submit the same with specific recommendations to the Director of School Education, Andhra Pradesh, Amaravati.

Eligibility of Teachers for Awards:

  1. The nominations for awards will be called from Primary Schools, Upper Primary Schools, High Schools and Government DIETs and other Managements related to School Education.
  2. The teacher not apply for awards, but Recommended by Fellow
  3. Main Considerations for Selection of Teachers / Head Masters / Teacher Educators:

  10. The recommendations regarding the selected teachers, which should not be more than one teacher from each category, shall be sent to the office of the Director of School Education duly filling the Certificate of antecedents and character, marks awarded to each nomination.
  11. In addition to the above categories, the Government have decided to felicitate the certain outstandingly performing.
  12. The District Educational Officer shall place the proposals received through proper channel i.e Mandal Educational Officer and Deputy Educational Officers and Principals of DIETS and Recommended by the Fellow teachers before the District Selection Committee for Selection of the Best Teachers.
  13. Incomplete and defective proposals shall be summarily be rejected by the District Selection If any District Committee sends particulars of more than one candidate in each category in deviation of the above instructions, all the nominations from those Districts will be rejected.
  14. Recommendations along with marks awarded by the Committee, which are signed by the District Selection Committee, proposals which are not having a gist of each item in proforma and the proposals without the Photographs not considered for Awards.
  15. The District Selection Committee should form the verification teams for verification of the facts / information provided by the applicant.
  16. Evaluation / marking of the applicants as per the Annexures.
  17. Certificate by District Selection Committee: the District Selection Committee shall certify that marks have been awarded after due verification of the facts.
  18. After the detailed evaluation of the applications, DSC will shortlist and forward to State Selection Committee.
  19. Criteria based on performance: The teachers will be awarded marks on criteria based on his / her performance i.e increase in student enrollment, initiatives to improve learning outcomes, innovative experiments undertaken, organization of extra and co-curricular activities, use of Teaching Learning Material, Social mobility, ensuring experiential learning, unique ways to ensure physical education to students etc.
  20. The District Selection Committee should recommend the teacher either State award or NFTW award.
