Pensions – Dearness Relief – Dearness Relief (DR) enhancement of 3.64% due from 01-01-2024 to Pensioners/Family Pensioners with effect from 01-01-2024 – Sanctioned – Orders – Issued.

O R D E R:

 

In the reference 1st read above, Government have issued comprehensive orders, for the Revision of Pay Scales, 2022 of the retired employees (Pensioners/Family pensioners) of Government of Andhra Pradesh.

  1. In the reference 2nd read above, Government have issued orders for release of Dearness Relief (DR) for the period from 01-07-2019 to 31-12-2021 for the pensioners/family pensioners.
  2. In the reference 3rdread above, Government have issued orders for release of Dearness Relief (DR) in respect of Pensioners/Family Pensioners, drawing their pay in the Revised UGC Pay Scales, 2006.
  3. In the reference 4th to 7thread above, Government have issued orders for release of Dearness Relief (DR) @ 20.02% to 33.67% with effect from 01-01-2022 to 01.07.2023 respectively in respect of Pensioners/Family Pensioners.
  4. Government, hereby orders the revision of the Dearness Relief (DR) sanctioned in the Government order 7thread above for the Pensioners/Family Pensioners, from 33.67% to 37.31% of the Basic pension with effect from 01-01-2024 in respect of:

Those who retired from service after 01-07-2018 and drawing pension in the Revised Pay Scales, 2022;

Those who retired prior to 01-7-2018 and whose pension was consolidated in the light of orders issued in the G.O.1stread above.

                Government, also hereby orders to revise the rates of Dearness Relief with effect from 01-01-2024 to various categories of pensioners in the State with reference to the orders of GoI, as indicated below:

  1. These orders are applicable to:

All Government Pensioners in receipt of Service Pensions, Family Pensions under Revised Pension Rules, 1951, Andhra Pradesh Liberalized Pension Rules, 1961 and Andhra Pradesh Government Servants (Family Pension) Rules, 1964.

Teaching and Non-Teaching pensioners of Municipalities, Panchayat Raj Institutions and Aided Educational Institutions, in receipt of pensions under the Andhra Pradesh Liberalized Pension Rules, 1961 and Andhra Pradesh Government Servants (Family Pension) Rules,1964.

Teaching and Non-Teaching staff in Aided Educational Institutions inreceipt of pensions under the Contributory Provident Fund-cum- Pension andGratuity Rules,1961 and Andhra Pradesh Liberalized Pension Rules, 1961.

Those drawing family pensions under G.O.Ms.No.22, Finance & Planning(FW: Pen.I) Department, dated 16-1-1971, G.O.Ms.No.104, Finance &Planning(FW: Pen.I) Department, dated 13-4-1973 and G.O.Ms.No.25, Finance &Planning (FW:Pen.I) Department, dated 2-2-1974.

Pensioners in receipt of Compassionate Pension under the rules forCompassionate Pensions and Gratuities in the Hyderabad Civil Services Rules;and

Those in receipt of Pensions under the Wound and Extraordinary PensionRules 1980. Pensioners governed by Andhra Pradesh Revised Pension Rules, 1980.

  1. These orders are not applicable to the financial assistance grantees and others who are not entitled for Dearness Relief.
  2. The Dearness Relief sanctioned in above paras shall be paid in cash with pension of October, 2025 payable in November, 2025.
  3. The arrears on account of increase of DR for the period from 01-01-2024 to 30-09-2025 shall be paid in 12 equal installments in the Financial Year 2027-28.
  4. All the Treasury Officers/ Pension Payment Officers shall calculate and make payments of the Dearness Relief on Pension sanctioned in this order without waiting for further authorization/ instructions from the Accountant General (A&E), Andhra Pradesh, Vijayawada in terms of the orders issued in the G.O.Ms.No.270, Finance & Planning (FW:PSC.I) Department, dated 7-10-1986.
  5. All the Treasury Officers/Pension Payment Officers shall calculate and make payments of the Dearness Relief on pension sanctioned in this order in terms of orders issued in the G.O.Ms.No.122, Finance (Pen.I) Department, dated 22-05-2014.
  6. The expenditure is allowable among the various States in accordance with provisions of Rule 24 of the incidence of Pension Rules in Appendix III-B of the Andhra Pradesh Accounts Code, Volume-I.
  7. In respect of the categories of employees who are not covered for payment through the Treasuries, the expenditure shall be debited to the Pension Fund of Zilla Parishad and Pension Fund of the respective Municipal Councils.
  8. In respect of the Pensioners of the Universities, the expenditure on account of the Dearness Relief now sanctioned above shall be met from the Block Grants allotted to them.
  9. The CEO, APCFSS shall develop make necessary provision in the CFMS software to calculate the DR arrears and generate due drawn statement to facilitate generation of DR arrears bills by the Drawing & Disbursing Officers.
